The 11th December AGM of Parry People Movers Ltd (PPML) provided a strong endorsement of the Directors’ decision that, after spectacular and widely-acclaimed success had been achieved in a one-year trial of a 50-passenger railcar at Stourbridge in the West Midlands, manufacture of the new product should commence as early as possible in 2007 as orders come in.

PPML stands to benefit from a sequence of endorsements of its concept for lightweight railcar and tram products aimed primarily at local transport in urban and suburban situations, as well as rural applications.  During the year-long experimental operation in public service, 99% punctuality and reliability were recorded.

At the well-attended AGM, shareholders welcomed this achievement and endorsed the company's strategy with great enthusiasm.  The AGM was addressed by three speakers: a member of the crew from the experimental service on the Stourbridge Town branch expressed her positive experience of operating the vehicle, while representatives from local public transport schemes in the Midlands and in Wales described the "perfect fit" of PPML's engineering solution with their requirements and proclaimed the view that the development is well ahead of its rail industry competitors.

The Stourbridge Town branch is part of the system owned by Network Rail, Britain's national rail infrastructure provider.  The solid technical and economic performance of the Sunday services (operated by Pre Metro Operations Ltd) on the branch and the acceptance by the travelling public of the PPML vehicle has demonstrated the viability of this approach for providing affordable but high quality public transport.  This has fully confirmed the validity of the PPML design approach.  Also proven have been the operational techniques needed for this new form of rail transport, which enable a calculated saving of 45% in operating costs compared to conventional railways.

Network Rail has been taking a close interest in the venture, including the commissioning of a detailed report on the outcomes of the Stourbridge service.  It is envisaged that future development of the national network will require adoption of lightweight rail to minimise both economic and environmental costs of enhancements.

The development is in line with Government policy for energy and the environment, and the requirement for lightweight rail can be read into the narrative of the Stern Review on Climate Change and the Eddington Transport Study.  The need for all forms of transport to pay for their environmental impacts puts a major emphasis on reductions in fuel consumption and carbon dioxide emissions (calculated in the case of the Stourbridge operation to be cut by 80% compared to normal diesel trains).  Sir Rod Eddington's study also switches the emphasis to urban and suburban transport, where 89% of national congestion occurs, and it is in these applications where PPML's products will be most effective - capable of producing modal shift from cars by offering the attractiveness of modern tramways and light rail but at a far lower cost, as proved by the Stourbridge trials.

As part of the developments to date, PPML has gained the necessary expertise in product supply and system approvals for full commercialisation.  This includes the assembling of an experienced industrial supply chain able to take on the manufacture of modular elements of the rolling chassis, driveline and coachwork.  Initial production orders are expected in early 2007.

The recently-published bogie patent application No. GB 2425290 A from PPML's technology licensors opens the market further by enabling the design and construction of larger vehicles, adding to the prospects for becoming a successful innovative company which has anticipated and responded to new opportunities in the market place.

COMPANY: Parry People Movers Ltd (PPML) was founded in 1992 to develop rail transport based on a new innovation: the "Kinergetic" flywheel energy store, which allows vehicles to run extremely efficiently and to recapture their braking energy for reuse when accelerating. The company is owned by approximately 200 shareholders and is quoted on the OFEX market.

ADVANTAGES: PPML's rail vehicles offer the quality of modern light rail transport without the need for electrical power supply, giving excellent environmental performance and energy efficiency at lower cost than conventional technology. The same technology can be used on railways or urban tramways. PPML's vehicles are fully compliant with accessibility regulations.

ACHIEVEMENTS: Twelve PPML vehicles have been built, ranging in capacity from 2 to 50 passengers. Between them they have carried over 100,000 passengers.  Previous vehicles have operated in Bristol, Brighton, Barking, Swansea, Birmingham, Oswestry and elsewhere. PPM 50 Light Railcar No. 999 900 has run on the Chasewater Railway, the Great Central Railway, the Severn Valley Railway and the Wensleydale Railway since it was built in 2001.  From 11th December 2005 to 17th December 2006, the railcar operated passenger service between Stourbridge Junction and Stourbridge Town stations on Sundays, run by licensed train operator Pre Metro Operations Ltd.

TECHNOLOGY: The "Kinergetic" technology used in PPML's vehicles is licensed to the company by JPM Parry & Associates Ltd, a West Midlands engineering company specialising in overseas development, integrated transport, and energy/environmental issues.
